H.R. 8276 — Quindaro Townsite National Historic Landmark Act

This section states congressional findings on the historical significance of the Quindaro Townsite in Kansas, including its founding in 1857 to aid the Free-State movement during the struggle over Kansas statehood, role as a safe port and Underground Railroad site in the Bleeding Kansas conflict, archaeological value and integrity, local preservation efforts, and eligibility for National Historic Landmark designation.

This section defines, for purposes of the Act, (1) "Landmark" as the Quindaro Townsite National Historic Landmark designated by section 4(a); (2) "Secretary" as the Secretary of the Interior; and (3) "State" as Kansas.

This section designates the Quindaro Townsite in Kansas City, Kansas—as listed on the National Register of Historic Places—as the Quindaro Townsite National Historic Landmark. It authorizes the Secretary of the Interior, in consultation with Kansas and local governments, to enter into cooperative agreements with public or private entities to protect historic resources and provide educational and interpretive facilities and programs at the landmark, including through technical and financial assistance. The section specifies that the designation does not restrict property owners' actions or affect administration of the landmark by Kansas City, Kansas, or the state.
