This section establishes an IRS program under new IRC §7531 under which taxpayers may download partially pre-populated individual income tax return forms (1040, 1040A, and 1040EZ) using information reported to the IRS under chapter 61 (i.e., information returns such as Forms W-2 and 1099) or SSA §232, effective for taxable years beginning after December 31, 2025. The program requires the IRS to make such information available within 15 days of receipt, in both printable and computer-readable formats suitable for tax software; sets implementation deadlines of October 31, 2026, for data standards and a demonstration server, and February 15, 2027 (annually thereafter), for a secure website download function; and includes taxpayer acknowledgments of responsibility for return accuracy via a disclaimer. (Thus, the program enables taxpayers to verify and complete returns more easily using pre-filled third-party data while retaining full filing liability.) The section also (1) accelerates the filing deadline for information returns under IRC part III to January 31 of the following calendar year, with no extensions permitted under §6081; and (2) requires the SSA to transmit wage and self-employment income data to the IRS by January 31 following the calendar year (specifically, 2026 data by January 31, 2027, and annually thereafter).
