H.R. 831 — Lower Colorado River Multi-Species Conservation Program Amendment Act of 2025

This section establishes in the Treasury the Non-Federal Funding Account for the Lower Colorado River Multi-Species Conservation Program (Fund) for non-Federal cost-share contributions (i.e., amounts from State Parties pursuant to section 8 of the Lower Colorado River Multi-Species Conservation Program Funding and Management Agreement dated April 4, 2005). (As background, the program conserves endangered and other species along the lower Colorado River through habitat protection and restoration, funded jointly by federal and non-Federal partners including Arizona, California, and Nevada.) The Fund consists of (1) deposits of unexpended non-Federal contributions provided before enactment (transferred from the general fund of the Treasury within 90 days of enactment) and future contributions (transferred as soon as practicable); and (2) interest earned on investments of Fund amounts in interest-bearing U.S. obligations. Amounts in the Fund are available to the Secretary (1) without further appropriation for principal expenditures as provided in the program documents; and (2) subject to appropriation for interest expenditures as provided in the program documents. State Parties bear no responsibility for investment losses.
