This section authorizes the Secretary of the Navy to convey, without consideration and by conditional deed of gift, all right, title, and interest of the United States in three specified F-14D Tomcat aircraft (Bureau Numbers 163283, 164602, and 159437) to the U.S. Space and Rocket Center Commission in Huntsville, Alabama. The conveyance occurs at no cost to the United States, with the Commission bearing all associated costs, including compliance, operation, and maintenance; aircraft are conveyed as-is, with the Navy providing operations manuals and necessary excess spare parts or equipment if elected, but no other support. Conveyance instruments must include conditions prohibiting munitions or combat capability, restricting use to public static display, airshows, or commemorative events for preserving naval aviation heritage in compliance with Federal Aviation Administration requirements, providing for reversion to the United States upon violation, and incorporating other protections such as demilitarization and indemnification; the United States bears no liability for post-conveyance use, and the transaction is subject to specified federal laws and regulations including export controls.
