H.R. 8345 — Economy of the Future Commission Act of 2026

This section establishes in the legislative branch the Economy of the Future Commission to develop consensus legislative recommendations addressing economic changes caused by artificial intelligence adoption (as defined in 15 U.S.C. 9401). The commission comprises 12 congressional appointees—three each by the Senate majority leader, House Speaker, Senate minority leader, and House minority leader, including one sitting Member per leader from applicable congressional committees (e.g., Senate Armed Services, Commerce, Science, and Transportation) and other nationally recognized experts in artificial intelligence, education, workforce retraining, or taxation—plus four nonvoting Deputy Secretaries of Education, Labor, Commerce, and Treasury. Appointments must occur within 45 days of enactment; two co-chairs (one Democrat, one Republican; one House Member, one Senator) are selected jointly by congressional leaders. The commission holds its initial meeting within 60 days of enactment, meets upon co-chair call thereafter, requires a quorum of seven members (or two for testimony, adjusting to a majority for vacancies after 45 days), and acts by majority resolution of members voting. Commission duties include evaluating artificial intelligence's economic effects on, and developing recommendations for, (1) government data, research, and measurement; (2) workforce development programs; and (3) kindergarten through grade 12 public education, career and technical education, and higher education.
