This section directs the Secretary of Veterans Affairs to provide to the Committees on Veterans' Affairs and Appropriations of the Senate and House of Representatives (i.e., the appropriate congressional committees), not later than 180 days after the date of enactment of this Act, a briefing on the Department of Veterans Affairs medical center under construction in El Paso, Texas. The briefing shall include information on (1) staffing requirements and recruitment plans, including for clinical and support staff; (2) workforce stability and hiring capacity, including impacts of workforce restructuring, hiring limitations, or reductions in force; (3) the timeline for procurement and installation of medical equipment; (4) specialty care services to be furnished to veterans; (5) demand for care in the area to be served; (6) plans to transfer care of veterans from other facilities or providers; (7) plans to coordinate with Department of Defense medical facilities, including William Beaumont Army Medical Center, to ensure continuity of care; and (8) access or travel issues for veterans from rural and urban communities and plans to address them, including through coordination with transportation providers and municipalities or other government entities.
