H.R. 8380 — To amend the Congressional Budget and Impoundment Control Act of 1974 to establish certain procedures for consideration of annual appropriation bills, and for other purposes.

This section revises Section 309 of the Congressional Budget and Impoundment Control Act of 1974 to establish procedures for Senate and House consideration of annual appropriation bills. In the Senate, it applies budget resolution consideration procedures (under section 305) to annual appropriation bills, limits debate on such bills (including amendments and related motions) to 20 hours, and excludes continuing appropriations measures. In the House, it prohibits consideration of resolutions for adjournments exceeding three calendar days during July until the House has approved all annual appropriation bills providing new budget authority for the fiscal year beginning October 1 under the jurisdiction of each Appropriations subcommittee.
