H.R. 841 — To amend title 54, United States Code, to prohibit the acquisition of land, water, or an interest in land or water from a private landowner using amounts made available under the Land and Water Conservation Fund.

This section prohibits states receiving financial assistance under the Land and Water Conservation Fund (LWCF) state grant program from using such funds to acquire land, water, or interests therein from private landowners. It also amends LWCF provisions to prohibit fund appropriations from being used for such acquisitions. (Thus, LWCF state grants—historically used for 50% matching funds toward state outdoor recreation planning, land acquisition, and development—and federal appropriations are restricted to planning, development, or acquisitions from non-private landowners.)
