This section revises the crashworthiness requirements for railroad freight cars placed into service in the United States by replacing the prior manufacturing date threshold (i.e., cars wholly manufactured one year after issuance of required regulations) with phased production date lookback periods relative to enactment of the Keeping China Off the Rails Act: (1) first year post-enactment, prior 2 years; (2) second year, prior 5 years; (3) third year, prior 10 years; (4) fourth year, prior 15 years; and (5) thereafter, all railroad freight cars. (Thus, the requirements phase in over four years from newer cars to the entire existing fleet.) It also corrects "Association of American Railroad’s" to "Association of American Railroads’" in the reference to the Umler system (i.e., rail equipment registration database).
