H.R. 8421 — SERVE Act

This section extends eligibility for specified VA benefits to former Armed Forces members who received an entry-level separation or a discharge under honorable conditions or other than honorable due to sexual orientation or gender identity (including a diagnosis of gender dysphoria). Specifically, the section adds this category of individuals to eligibility lists for (1) hospital care and medical services; (2) Vet Center readjustment counseling and related mental health services; (3) interment in national cemeteries; (4) Post-9/11 GI Bill educational assistance; and (5) VA housing loans. The section further directs the VA Secretary to conduct outreach to notify such individuals and relevant organizations (e.g., veterans service organizations) of these benefits and requires a report to the congressional Veterans' Affairs Committees 15 months after enactment that includes the number of such individuals receiving benefits, disaggregated by demographic categories.
