This section authorizes the Federal Energy Regulatory Commission (FERC) to prohibit or suspend, conditionally or unconditionally and permanently or for a specified period, any person violating specified anti-manipulation provisions (or related rules) of the Federal Power Act (FPA) from directly or indirectly purchasing or selling electric energy, electric energy products (including financial transmission rights), or transmission services under FERC jurisdiction. It makes conforming amendments to FPA §314 to apply these prohibitions to violations of FPA §§221 or 222 and to cover persons (not just individuals). This section adds a new prohibition under the Natural Gas Act (NGA) against willfully and knowingly filing false information with federal agencies or private-sector price-reporting agencies with intent to fraudulently affect data compilations on wholesale natural gas transportation, sales, availability, prices, or related facilities. It further authorizes FERC to prohibit or suspend violators of this provision or NGA §4A (or related rules) from directly or indirectly purchasing or selling natural gas or transmission services under FERC jurisdiction and makes conforming amendments to NGA §20. (Thus, these measures strengthen FERC enforcement against manipulation and false reporting in wholesale electricity and interstate natural gas markets.)
