H.R. 8427 — Congressional Pension Integrity Act of 2026

This section establishes in the Civil Service Retirement System (CSRS) a prohibition on annuity or retired pay for a Member of Congress (or the Member's survivor or beneficiary) based on creditable service if the Member is convicted of an offense committed while serving as a Member, with the prohibition applying after the earlier of the conviction date or the Member's termination from Congress. The covered offenses are (1) rape, (2) sexual assault, (3) sexual abuse of a minor, (4) sex trafficking, (5) a crime of violence as defined in 18 U.S.C. §16, or (6) specified federal offenses involving bribery, graft, conflicts of interest, elections, political activities, embezzlement, theft, mail or other fraud, obstruction of justice, or violations of the Federal Election Campaign Act of 1971. Separately, the section prohibits such payments if the relevant House of Congress determines, per its rules, that the Member engaged in sexual conduct with a supervised officer or employee of that House, with the prohibition likewise applying after the earlier of the determination date or termination from Congress. The prohibitions take effect at the start of the Congress following enactment and apply to convictions, determinations, or terminations after that date.
