§2. Farm land link program
This section establishes a Farmland Link Program, to be implemented by the Secretary of Agriculture not later than 180 days after enactment, to connect individuals seeking to transition away from farming with individuals seeking to become farmers. The program requires the Secretary to (1) establish and maintain a database of such individuals; (2) facilitate transfers of farm businesses and properties; and (3) publish related guidance, while considering results from a study on farm transitions required by section 12609(b) of the Agriculture Improvement Act of 2018. The program terminates 5 years after enactment unless the Secretary extends it for an additional 5 years (with a decision required not later than 180 days prior to termination), and requires biennial reports to the House and Senate Agriculture Committees beginning 30 months after enactment (annually thereafter until termination) on implementation steps and results achieved, plus a final report not later than 180 days after termination.
