This section establishes within the Department of Energy's Office of Policy, not later than 180 days after enactment, the Office of Energy Affordability. The Office must (1) review each proposed DOE regulation or policy related to transitions between energy types or sources to assess short- and long-term effects on energy affordability (i.e., energy costs proportional to residential, commercial, or industrial consumers' income or operational costs) and economic costs, inclusion of mitigation strategies, and support for reliable access and cost-effective solutions; and (2) provide related advice and guidance. Reviews must be completed within 30 days of notice without preventing issuance of any regulation or policy; the Office must submit annual reports to specified congressional committees (i.e., House and Senate Energy and Commerce/Natural Resources and Appropriations Committees) analyzing affordability effects and recommending mitigation strategies for covered regulations or policies; and the Secretary of Energy must report to those committees on the Office's effectiveness not later than five years after its establishment.
