This section authorizes the Secretary of Health and Human Services to award grants to state and local child care facilities serving jurisdictions with fewer than 50,000 residents for projects to modify, upgrade, or construct child care facilities, provided the projects have a substantial nexus to improving child care provision, training and development of child care providers, recruitment and retention of child care providers, or community engagement (with no funds permitted for facility parts lacking such a nexus). Grants may not exceed $4,000,000, and applications must include project cost estimates and demonstrations of financial need. The Secretary must issue program guidance within 120 days of enactment, distribute program information to eligible facilities, ensure equitable geographic distribution of grants to the extent practicable, and submit reports to Congress on grant progress, community impacts, and project needs at two years after enactment and biannually thereafter until six years after enactment. The section authorizes $250,000,000 for each of FY2027 through FY2029.
