H.R. 8458 — STAR Act

This section establishes authority for the NASA Administrator, and authorized personnel, to mitigate threats from unmanned aircraft systems or unmanned aircraft to covered facilities (i.e., NASA facilities critical to agency functions) by detecting and tracking them; warning operators; disrupting control (including by disabling or interfering with communications); seizing or exercising control; confiscating; or using reasonable force to disable, damage, or destroy them, all without prior consent. It subjects seized aircraft to forfeiture; requires warning signage at covered facilities; directs development of uniform policies with the Attorney General, Secretaries of Defense and Homeland Security, and FAA Administrator; mandates annual consultations with local law enforcement; provides that NASA personnel lack immunity but holds operators liable for damages from authorized actions; and requires reports to local law enforcement within 30 days of disruptive actions and annual reports to specified House and Senate committees and federal entities on such actions, justifications, and privacy protections.
