H.R. 847 — BLOCK Act

This section establishes block grants to states, to be awarded by the Secretary of Education beginning in FY2026 and each year thereafter, in amounts equal to each state's FY2025 funding under the provisions listed in section 3, unless otherwise appropriated by Congress.

This section repeals specified formula grant programs under the Elementary and Secondary Education Act of 1965 (ESEA), effective October 1, 2025, as follows: (1) Grants to local educational agencies in high-need schools under title I-A; (2) State assessment grants under title I-B; (3) Migrant education under title I-C; (4) Education for neglected and delinquent youth under title I-D; (5) Supporting effective instruction state grants under title II-A; (6) English language acquisition, language enhancement, and academic achievement under title III-A; (7) Student support and academic enrichment grants under title IV-A; (8) 21st Century Community Learning Centers under title IV-B; (9) Rural education under title V-B; and (10) Indian, Native Hawaiian, and Alaska Native education formula grants under title VI-A. (Thus, these programs—which provide over $20 billion annually in formula funding to states and local educational agencies for K-12 students from disadvantaged, migrant, English learner, rural, and Native populations, as well as teacher professional development and after-school services—terminate after FY2025.)
