This section establishes a requirement in federal sentencing for courts to impose, upon motion of the government or a victim, a lifetime no-contact order prohibiting any direct or indirect communication or interaction with the victim against any defendant convicted of a covered offense. Covered offenses include felony crimes of violence; felonies with sexual act or conduct elements; and specified federal sex trafficking, sexual abuse, child exploitation, and transportation for prostitution offenses (i.e., 18 U.S.C. §§ 1591, 2241-2245, 2251, 2251A, 2252, 2252A, 2254, 2255, 2260, 2421-2423, 2425-2427). Such orders, included in sentencing proceedings with violations punishable as contempt of court, may be terminated only after a hearing on a victim's motion alleging pardon or commutation or a defendant's motion alleging dismissal or overturning of the conviction; no fees apply to victims; and the provision does not limit state jurisdiction application. This section also makes a clerical amendment to the table of sections for 18 U.S.C. Ch. 238.
