This section establishes a grant program, administered by the Secretary of Transportation through the Federal Aviation Administration, to award grants to covered entities—governmental or nonprofit fire departments, emergency medical services, law enforcement agencies, state or regional public safety training academies, interagency unmanned aircraft system (UAS) collaboratives, or qualified nonprofit public safety training organizations—for activities supporting UAS pilot training. Eligible activities include developing training curricula on aviation safety, Federal Aviation Administration regulations, airspace principles, risk management, flight execution, data collection, and multi-agency operations; purchasing UAS meeting federal safety standards; and covering related administrative costs (e.g., staff travel and facilities). To receive a grant, covered entities must submit a comprehensive plan addressing administration, risk management, airspace protocols, personnel rosters, equipment maintenance, data privacy, and legal compliance. Grant-funded training programs must comply with applicable federal laws and regulations (e.g., 49 U.S.C. §44807 or 14 C.F.R. parts 91 or 107) and standards such as National Wildfire Coordinating Group standards, ASTM International standards, or National Fire Protection Association Standard 2400; maintain curricula licensed through a national nonprofit public safety or emergency response training entity; and ensure consistency with operational standards. The Secretary must prioritize entities engaged in high-risk operations or serving underserved regions, demonstrating multi-agency coordination, aligning with federal and industry standards, or lacking UAS training capacity. Grant recipients must submit annual reports to the Secretary on personnel trained, certifications issued, deployments, and program challenges; the Secretary must submit annual reports to Congress summarizing recipients, national training capacity progress, and program recommendations.
