H.R. 8499 — Saving Lives on Campuses Act of 2026

This section requires the Secretary of Education, in consultation with the Secretary of Health and Human Services, to direct each public institution of higher education receiving funds under the Higher Education Act of 1965 to make available opioid overdose rescue kits—containing Narcan, naloxone, or an FDA-approved opioid reversal medication—not later than one year after enactment. The kits must be located in each classroom facility, library, laboratory facility, dormitory (including dining facilities), or other facility used for instruction, research, or housing students, faculty, and staff; placed near automated external defibrillators where feasible; and carried by campus emergency medical services personnel, with locations registered with the institution's health center or campus emergency medical services. Institutions must also replace used or expired kits; provide a list of kit locations through the health center or campus emergency medical services; and train students on kit use and locations during orientation.
