H.R. 8514 — Active Transportation for Public Lands Act

This section establishes a set aside requiring the Secretary, for each fiscal year, to combine and use not less than 5% of funds authorized for the Federal Lands Transportation Program (section 203, which funds transportation infrastructure on or accessing federal lands such as national parks and forests) and Tribal Transportation Program (section 204, which funds roads and bridges serving tribal communities). Active transportation eligible for these funds includes (1) construction, planning, and design of on-road and off-road trails, sidewalks, bicycle infrastructure, traffic calming, lighting, safety features, and Americans with Disabilities Act compliance projects for pedestrians, bicyclists, and other nonmotorized users; (2) infrastructure for safe routes to public accommodations for non-drivers such as children, older adults, and individuals with disabilities; and (3) conversion of abandoned railroad corridors for nonmotorized trails.
