This section declares congressional findings that (1) major rules may impact consumer prices for essential goods and services, (2) clear communication of such impacts improves public understanding and informed policymaking, and (3) consistent consumer price information promotes transparency and trust in government decision-making.
This section requires the head of any agency to publish a Consumer Price Information Statement with each proposed major rule (i.e., a rule with an annual effect on the economy of $100 million or more, or that meets other specified criteria under the Congressional Review Act) in the Federal Register and on the agency's website. The statement must include (1) a qualitative or quantitative description of the rule's potential impact on consumer prices for energy (including electricity, gasoline, and natural gas), food and groceries, housing and utilities, transportation, and health care and insurance; (2) identification of sensitive populations such as low-income households, seniors, and rural communities; (3) any applicable regional variations; and (4) a summary of key assumptions and methodologies. The requirement applies beginning 60 days after enactment using only existing agency funds.
