H.R. 8523 — Public Lands Workforce Stability Act

This section prohibits the obligation or expenditure of federal funds to (1) initiate, implement, or carry out a reduction in force within the Department of the Interior or United States Forest Service without prior notification to and approval by the chairs and ranking members of the House and Senate Committees on Appropriations; or (2) involuntarily separate any employee in the competitive service, any career employee in the excepted service, or any career appointee in the Senior Executive Service from those agencies except for cause based on misconduct, delinquency, or performance. The prohibition applies from the date of enactment through September 30, 2030.
