This section makes technical amendments to the Pechanga Band of Luiseño Mission Indians Water Rights Settlement Act (P.L. 114-322), which ratified a water rights settlement providing the Pechanga Band of Indians with specified surface water and groundwater rights in the Santa Margarita River watershed in California, as follows: (1) revises the definition of "Reservation" to explicitly include lands set aside by Executive Orders of June 27, 1882, and January 9, 1907; lands added on August 29, 1893, March 11, 1907, February 21, 1931, May 25, 1931, August 12, 1971, August 8, 1988, November 1, 1988, and October 10, 2008; and contiguous lands held in trust for the Band on or after the settlement's enforceability date if located within the Santa Margarita River Watershed; (2) expands permissible uses of the Pechanga Water Quality account to all activities addressing water quality issues in the Wolf Valley Basin (from groundwater desalination activities only); and (3) authorizes the Secretary of the Interior to execute conforming amendments to the Pechanga Settlement Agreement, while preserving the settlement's enforceability date (October 1, 2020) and all existing water rights.
