H.R. 8558 — To amend the Research and Development, Competition, and Innovation Act to require each institution of higher education to certify as part of an application for a research and development award that such institution does not operate certain branch campuses, and for other purposes.

This section establishes a research security requirement for institutions of higher education (IHEs) seeking federal research and development (R&D) awards. Not later than two years after enactment, each federal research agency head must require IHE applicants to certify that the IHE does not operate a branch campus—a permanent, geographically separate unit offering degrees, certificates, or credentials with its own faculty, administration, budget, and hiring authority—in the following countries: (1) Venezuela, (2) North Korea, (3) Iran, (4) China, (5) Cuba, (6) Turkey, (7) Russia, (8) Qatar, or (9) any other country designated by the Secretary of State.
