H.R. 8559 — To amend the National Defense Authorization Act for Fiscal Year 2021 to prohibit certain institutions of higher education from receiving research and development awards, and for other purposes.

This section establishes a prohibition on research and development awards to institutions of higher education that receive funds from a foreign source—defined as a specified foreign government (Venezuela, North Korea, Iran, China, Cuba, Turkey, Russia, Qatar, or others designated by the Secretary of State), its entities, those with 25% or more government ownership, or their agents—for a specified task, which is research and development relating to national security or military applications (including artificial intelligence, biotechnology, or quantum information science). The prohibition lasts for five years after receipt of such funds.
