H.R. 856 — Safe and Smart Federal Purchasing Act

This section directs the Director of the Office of Management and Budget to review procurement management practices of executive agencies (i.e., as defined in 41 U.S.C. §133 to include executive and military departments, independent establishments, and wholly owned government corporations) to determine whether the lowest price technically acceptable (LPTA) source selection process in section 15.101-2 of the Federal Acquisition Regulation has created national security risks. Not later than 180 days after enactment, the Director must submit a report on the review to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs.
