This section expands permissible uses of funds under the Byrne Justice Assistance Grant (Byrne JAG) program—which provides formula and competitive grants to states and localities for criminal justice purposes—and the Community Oriented Policing Services (COPS) program—which supports community policing initiatives—by adding the following eligible activities: (1) recruiting, hiring, training, and retaining law enforcement personnel; (2) acquiring protective equipment for law enforcement personnel; (3) increasing capacity to combat digital crimes and enhancing cyber investigation capabilities, including digital forensics equipment and digital evidence analytical software; (4) supporting drone and counter-drone law enforcement operations; (5) expanding forensic technologies and investigative equipment, including ballistics analysis equipment compatible with the National Integrated Ballistic Information Network, rapid DNA instruments, video analytics software, and open-source intelligence analytical software; and (6) enhancing communication with and services for victims of violent crime.
