H.R. 8578 — Food Reform for Effective and Sustainable Health (FRESH) Act of 2026

This section revises the process for issuing the Dietary Guidelines for Americans (i.e., science-based nutrition recommendations jointly issued every five years by the Secretaries of Agriculture and Health and Human Services) by (1) requiring submission of a proposed version to Congress, rather than direct publication; (2) conditioning final issuance and implementation on approval by Congress by law; and (3) prohibiting modification or supersession of the Dietary Guidelines for Americans, 2025–2030, 10th edition, issued on January 7, 2026, except in accordance with these requirements.
