H.R. 8585 — Community Multi-Share Coverage Program Act of 2026

This section directs the Secretary of Health and Human Services to award at least 3 and not more than 5 grants, not later than 180 days after enactment, to establish Community Multi-Share Coverage programs. The programs must reduce uninsured individuals through hospital-community partnerships, promote workforce development by addressing psycho-social barriers to employment and Medicaid exit, and support small business hiring and economic recovery. Each program is required to maintain a physical community presence, provide coverage for physician, hospital, behavioral health, preventive, laboratory, prescription drug, and emergency services with no deductibles and limited copayments, partner with an existing community-based collaborative entity, and deliver integrated continuous health improvement services including regular community assessments, individualized enrollee evaluations of health and economic barriers, and plans with engagement milestones tied to health coaching and training.
