H.R. 8592 — No WAR Act

This section establishes a point of order in the Senate and the House of Representatives against reconciliation bills or resolutions (including amendments and conference reports) that provide budget authority for hostilities against Iran—including offensive military operations, strikes, covert actions, sustained engagements, or proxy force activities—unless authorized by a congressional declaration of war or specific authorization for use of military force. It also applies this point of order to the waiver and appeal procedures of section 904 of the Congressional Budget and Impoundment Control Act of 1974.
