§7067.(a) None of the funds appropriated or otherwise ...
This section prohibits the obligation or expenditure of funds appropriated by this Act for the Department of State and related programs for multiple purposes, including (1) flying or displaying flags over State Department facilities other than specified flags (i.e., U.S. flag, Foreign Service flag, POW/MIA flag, Hostage and Wrongful Detainee flag, state/insular area/D.C. flag at domestic locations, Indian Tribal government flag, U.S. agency branded flag, or sovereign flags of other countries); (2) programs, projects, or activities—including foreign public diplomacy—that teach or train specified concepts related to discrimination or adverse treatment based on race or sex, racial superiority, systemic racism or sexism, inherent racism or oppressiveness, moral character determined by race or sex, responsibility for past actions of one's race or sex group, or meritocracy as racist or sexist; (3) activities contravening Executive Order 14151 (Ending Radical and Wasteful Government DEI Programs and Preferencing); (4) activities contravening Executive Order 14170 (Reforming the Federal Hiring Process and Restoring Merit to Government Service, including hiring based on gender, religion, political affiliation, or race) or Executive Order 14173 (Ending Illegal Discrimination and Restoring Merit-Based Opportunity); (5) activities contravening Executive Order 14187 (Protecting Children From Chemical and Surgical Mutilation), including transfers to NGOs or programs offering counseling on, promoting, or conducting sex change surgeries, puberty blockers, or transgenderism for minors; (6) implementing, administering, or enforcing COVID-19 mask or vaccine mandates, including for international travel; (7) specified foreign assistance activities contravening Federal Register rules published January 27, 2026, on Combating Gender Ideology in Foreign Assistance (91 Fed. Reg. 3332) or Combating Discriminatory Equity Ideology in Foreign Assistance (91 Fed. Reg. 3345); (8) activities contravening Executive Order 14172 (Restoring Names That Honor American Greatness), including creating, procuring, or displaying maps inaccurately depicting the Gulf of America; and (9) discriminatory actions against persons acting in accordance with sincerely held religious or moral beliefs that marriage is or should be a union of one man and one woman, including adverse federal tax treatment, denial of deductions, grants, contracts, benefits, employment, or entitlements.
