H.R. 8598 — North Pacific Fishery Management Council Representation Enhancement Act of 2026

This section states congressional findings regarding (1) the North Pacific Fishery Management Council's role in managing fisheries in the Arctic Ocean, Bering Sea, Aleutian Islands, and Gulf of Alaska seaward of Alaska, where recreational, non-industrial commercial, rural subsistence, and urban subsistence users depend on sustainable resources; (2) the absence of mandated minimum representation for those user groups despite fair and balanced apportionment requirements; (3) the vital role of subsistence fishing, with rural Alaskans harvesting an estimated 36.9 million pounds of wild foods annually and urban residents contributing an additional 13.4 million pounds; (4) non-industrial commercial fishing by owner-operated vessels under 160 feet that supports local economies; (5) recreational fishing's contributions to tourism and livelihoods; and (6) the need for minimum appointments from these groups to promote balanced management and address criticisms of bias toward large-scale commercial interests.

This section amends the Magnuson-Stevens Fishery Conservation and Management Act to define four new terms—non-industrial commercial fishing interest (i.e., owner-operated commercial operations using vessels less than 160 feet that do not participate in large-scale industrial seafood harvesting or processing), recreational fishing interest (i.e., participants or representatives in noncommercial activities such as sport, charter, or guided fishing), rural subsistence user group (i.e., representatives of rural Alaska residents relying on noncommercial fish harvests for food, cultural practices, or sharing), and urban subsistence user group (i.e., representatives of non-rural Alaska residents relying on such harvests)—and requires that of the five voting members of the North Pacific Fishery Management Council (NPFMC) appointed from Alaska nominees, at least one represents each of those interests. (As background, the NPFMC develops fishery management plans for federal waters off Alaska.) It further directs the Alaska governor, when submitting nomination lists, to designate individuals representing those interests. The amendments apply to appointments made one year after enactment.
