H.R. 8613 — To providing access to certain memorials on Federal property during Government shutdown, and for other purposes.

This section requires each federal agency, during a lapse in appropriations, to provide public access to any non-federally funded memorial (i.e., site of commemoration, including a memorial or cemetery) generally accessible through the agency's facilities or property when funded. It deems federal employees whose duties involve providing such access as excepted from furlough under the Antideficiency Act as services for emergencies involving the safety of human life or protection of property.
