This section establishes a temporary career pathway for former Foreign Service members of the United States Agency for International Development (USAID) to enter the Department of State’s Foreign Service Officer track. It (1) authorizes appointment at a grade and tenure status commensurate with prior rank, time-in-service, and performance; (2) waives the Foreign Service Entrance Exam for those who previously met entry requirements and served in good standing; (3) awards hiring preference points to applicants with any prior USAID service, whether Foreign Service or Civil Service; and (4) fully credits such service toward seniority, time-in-class, retirement eligibility, and other career milestones. The Secretary of State must issue implementing guidance within 180 days, in coordination with USAID and the Office of Personnel Management. The provisions sunset five years after enactment.
