H.R. 865 — Service-Disabled Veteran Opportunities in Small Business Act

This section establishes requirements under the service-disabled veteran-owned small business (SDVOSB) contracting program to increase federal contract awards to SDVOSBs, including (1) training by the Small Business Administration (SBA) Administrator, in consultation with the Office of Veterans Business Development, for covered employees at federal agencies that failed to meet the 3% SDVOSB prime contracting goal; (2) issuance of guidance with best practices within 180 days of enactment; and (3) annual reports to Congress beginning one year after enactment that list noncompliant agencies, trainings provided to them, and training content overviews. (As background, the SDVOSB program authorizes sole source awards up to $7 million for manufacturing contracts or $3 million for others and set-asides restricted to at least two certified SDVOSBs.)
