H.R. 8670 — Stop Oil Exports to Lower Gas Prices Act

This section prohibits exports of crude oil, gasoline, and diesel fuel beginning on the date of enactment and ending on the date the President declares that military operations against Iran which began in March 2026 have ceased and certifies to Congress that the Strait of Hormuz is fully open and global shipping through the Strait has resumed. The President may waive the prohibition for a proposed crude oil export upon determining that the oil cannot be efficiently refined in the United States, provided the exported oil is refined abroad and imported back into the United States.
