H.R. 8676 — To amend the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to State educational agencies to carry out wellness programs for school personnel, and for other purposes.

This section reauthorizes appropriations under section 2003 of the Elementary and Secondary Education Act of 1965 for Title II programs supporting effective instruction through FY2030 (from FY2020), changes the authorization for state grants from specified amounts to such sums as may be necessary, and authorizes such sums as may be necessary for a new competitive grant program for state wellness programs for school personnel. It updates state allotment formulas under section 2101(b) to apply to fiscal years 2026 through 2030. It expands local uses of funds under section 2103(b)(3) to include developing and implementing programs that improve the mental, emotional, and physical well-being of school personnel through stress management, workplace conditions, support access, and job satisfaction. It requires states and local educational agencies to report on implementation of these wellness programs. It redesignates existing part C as part D and inserts a new part C authorizing the Secretary to award 5-year competitive grants to state educational agencies, which must consult with local superintendents, prioritize states with educator shortages, and award subgrants to local educational agencies for implementing wellness programs addressing workforce sustainability and retention.
