This section codifies a categorical exclusion under the National Environmental Policy Act of 1969 from preparation of an environmental assessment or environmental impact statement for salvage harvesting activities on Bureau of Land Management lands. The exclusion covers cutting, yarding, removal, chipping, burning, and related reforestation of dead or dying trees (defined as those likely to die within two years) within treatment areas not to exceed 1,000 acres where the disturbance affects 3,000 acres of Bureau-managed lands or less, or the lesser of 5,000 acres or one-third of the disturbance area where the disturbance exceeds 3,000 acres; it permits up to 1 mile of new permanent road construction and temporary roads at a ratio of 2.25 miles per 1,000 acres of harvest area, provided all activities conform to applicable land use plans and include disclosure of design features addressing snag retention, erosion control, soil compaction, logging systems, seasonal operations, invasive species, riparian buffers, prescribed fire, and temporary road decommissioning.
This section extends the Forest Ecosystem Health and Recovery Fund through 2033 (from 2020).
