H.R. 8695 — No Delays in Disaster Relief Act

This section establishes a process by which the Administrator of the Federal Emergency Management Agency appoints an Acting Regional Administrator for any Regional Administrator position vacant for at least 90 days. This section ensures that such Acting Regional Administrators have authority to make relevant grant and programmatic decisions necessary to support timely obligation and disbursement of funds and to process and disburse Federal grant assistance to States and local governments. This section requires the Administrator to submit a report to Congress within 180 days of enactment that describes implementation actions, identifies regions with vacancies exceeding 180 days, details the scope of and limitations on delegated authorities, provides data on grant processing timelines before and after implementation, assesses impacts on efficiency and risk management, and includes recommendations for further improvements.
