This section expands public transportation agency safety plan requirements under section 5329(d) of title 49, United States Code, to direct recipients of section 5307 assistance serving urbanized areas with a population of 200,000 or more to establish programs for collecting data on street harassment of passengers, including verbal harassment, physical assault, and sexual assault. The programs must include accessible digital and in-person reporting mechanisms, multilingual outreach, protocols for responding to reports, and timely public disclosure of aggregated data (excluding personally identifiable information); the section also adds the collected data to the national transit database under section 5335 and defines street harassment to encompass intimidating or threatening words, gestures, or actions based on actual or perceived personal characteristics.
