This section establishes new coordination, training, and oversight requirements for the Department of Defense excess personal property transfer program under section 2576a of title 10, United States Code. It directs the Secretary of Defense to create standardized procedures for soliciting input from State coordinators and Federal stakeholders on program policy and controlled property designations, with annual consultations to prioritize transfers supporting counterdrug, counterterrorism, disaster-related emergency preparedness, and border security activities. The section also requires the Secretary to set minimum annual training standards for State coordinators on compliance, accountability, and property management, which may be delivered electronically, in writing, or in person. Finally, it mandates that the Defense Logistics Agency conduct a program review within one year of enactment and biennially thereafter, with the Secretary submitting corresponding reports to the House and Senate Armed Services Committees every two years that assess statutory compliance, evaluate effectiveness, and recommend administrative or legislative actions; reports must be posted publicly on the Defense Logistics Agency website within 30 days of submission.
