H.R. 8765 — Prioritizing Primary Care Act of 2026

This section requires each head of a Federal agency administering a Federal health care program or the Federal Employees Health Benefits Program to submit annual reports to Congress on primary care spending under such programs, including the total dollar amount and percentage of Federal funds attributable to primary care for the one-year period ending 90 days before the report date, with the first report due not later than one year after enactment. This section also establishes a working group within one year after enactment, comprising members from relevant Federal agencies and nongovernmental entities, to study and recommend ways to prioritize primary care spending, increase accessibility of primary care providers, and improve the availability and quality of primary care services, including in rural and medically underserved areas; the working group must submit a report with its recommendations within one year of establishment and solicit input from States and relevant stakeholders.
