H.R. 878 — Katrina and Leslie Schaller Act

This section extends the Supplemental Security Income (SSI) program—providing monthly cash benefits to low-income aged, blind, or disabled individuals—to Guam (previously available only in the 50 states, the District of Columbia, and the Northern Mariana Islands), effective on the first day of the first federal fiscal year beginning one or more years after enactment. It makes conforming amendments by (1) removing Guam from special rules under the definition of "State" in the fifth sentence of 42 U.S.C. 1301(a)(1); (2) eliminating Guam-specific payment limits and references under 42 U.S.C. 1308; and (3) including Guam in the geographic definition of "United States" for SSI purposes under 42 U.S.C. 1382c(e). The section further authorizes the Commissioner of Social Security to waive or modify any SSI statutory requirement as needed for Guam.
