H.R. 894 — Keeping Drugs Out of Schools Act of 2025

This section establishes a grant program, administered by the Director of the Office of National Drug Control Policy, to fund school-community partnerships between Drug-Free Communities (DFC) funded coalitions—i.e., recipients of grants under the DFC program (21 U.S.C. 1532)—and local elementary, middle, or high schools to implement effective drug prevention programs tailored to local youth needs. (The DFC program supports community coalitions in developing comprehensive strategies to reduce youth substance use among those under age 18.) The Director may award initial grants and up to three renewal grants thereafter, each not exceeding $75,000 per fiscal year, limited to one grant per school. Grantees must submit applications with detailed implementation plans; funds must supplement (not supplant) other resources, support plan execution, and—if needed—provide specialized training; and DFC evaluation requirements apply. The Director may enter interagency agreements to execute grants. Authorizes $7 million annually for FY2026 through FY2031, with no more than 8% for administrative costs.
