H.R. 901 — Research Security and Accountability in DHS Act

This section amends responsibilities of the Under Secretary for Science and Technology under sec. 302 of the Homeland Security Act of 2002 by adding a new duty to develop, in coordination with appropriate agency officials, a Department-wide policy and process to safeguard research and development from unauthorized access to or disclosure of sensitive information in research and development acquisitions. It further requires (1) a Government Accountability Office report to congressional homeland security committees, due one year after enactment, assessing Department of Homeland Security compliance with National Security Presidential Memorandum–33 disclosure requirements (including violation reporting to the intelligence community), coordination with specified agencies on federal research security guidelines, and the role of the Science and Technology Directorate in establishing a research security framework; and (2) a briefing from the DHS Secretary to the same committees within 90 days of enactment on development of the required policies and processes.
