H.R. 908 — Stop the Censorship Act

This section modifies the "Good Samaritan" civil immunity protections in Section 230(c)(2) of the Communications Act—commonly known as Section 230, which immunizes interactive computer service providers and users from liability for good-faith restrictions on certain material—by (1) revising the subsection heading to "Protection for 'Good Samaritan' blocking of unlawful or objectionable material" (from "Protection for 'Good Samaritan' blocking and screening of offensive material"); (2) narrowing immunity under (2)(A) to actions restricting "unlawful material" (from material the provider or user considers obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable, whether or not constitutionally protected); and (3) adding new (2)(C) to immunize any action providing users options to restrict access to any other material, whether or not constitutionally protected.
