H.R. 909 — Crime Victims Fund Stabilization Act of 2025

This section directs the deposit into the Crime Victims Fund of recoveries under the False Claims Act (31 U.S.C. 3729–3731) from the date of enactment of the Crime Victims Fund Stabilization Act of 2025 through FY2029, excluding (1) amounts necessary to pay qui tam relators under 31 U.S.C. 3730(d) and (2) amounts necessary to reimburse the United States for damages under 31 U.S.C. 3729(a). (As background, the Crime Victims Fund provides grants to states for crime victim compensation and assistance programs.)

This section directs the Inspector General of the Department of Justice to submit to the House and Senate Judiciary and Appropriations Committees, by September 30, 2028, a report containing an audit of the Crime Victims Fund (established in the Treasury under the Victims of Crime Act of 1984 to finance grants for crime victim assistance and compensation). The audit shall include (1) information on the sustainability of deposits into the Fund; (2) the effects of the VOCA Fix to Sustain the Crime Victims Fund Act of 2021 (P.L. 117-27) on the Fund's balance, long-term stability, and obligated funds; (3) the effects of the Crime Victims Fund Stabilization Act of 2025 on the Fund's balance, long-term stability, and obligated funds; (4) legislative recommendations to improve the Fund's effectiveness; (5) administrative or management recommendations to improve oversight and administration of the Fund; and (6) the audit methodology, including data sources, limitations, and criteria for evaluating long-term stability.
