H.R. 910 — Taiwan Non-Discrimination Act of 2025

This section states congressional findings supporting Taiwan's eligibility for membership in the International Monetary Fund (IMF), including (1) the IMF's devotion to international monetary cooperation under its Articles of Agreement; (2) Taiwan's status as the world's 21st largest economy, the U.S.'s 10th largest goods trading partner, and holder of $471.9 billion in foreign exchange reserves (as of January 2020); (3) U.S. policy under the Taiwan Relations Act and subsequent laws affirming support for Taiwan's participation in international financial institutions; (4) historical U.S. support for Taiwan's IMF association post-1980; (5) IMF General Counsel Joseph Gold's interpretations that "country" in the Articles provides flexibility without requiring statehood, sovereignty, or UN recognition; and (6) precedents such as Kosovo's IMF membership despite lacking UN statehood.

This section expresses the sense of Congress that (1) the size, significance, and connectedness of the Taiwanese economy highlight the importance of greater participation by Taiwan in the International Monetary Fund, given the purposes of the Fund articulated in its Articles of Agreement; and (2) the experience of Taiwan in developing a vibrant and advanced economy under democratic governance and the rule of law should inform the work of the international financial institutions, including through increased participation by Taiwan in the institutions.

This section directs the United States Governor of the International Monetary Fund (IMF) to use the U.S. voice and vote to support (1) Taiwan's admission as an IMF member, to the extent sought by Taiwan; (2) Taiwan's participation in IMF Article IV surveillance of its economic and financial policies; (3) employment opportunities for Taiwan nationals on terms generally applicable to nationals of IMF member countries; and (4) Taiwan's access to appropriate IMF technical assistance and training. The section declares it U.S. policy not to discourage Taiwan from seeking IMF membership and authorizes the Secretary of the Treasury to waive these requirements for up to one year at a time upon reporting to Congress that the waiver will substantially promote Taiwan's meaningful participation in international financial institutions. This section sunsets on the earlier of Taiwan's IMF membership approval or 10 years after enactment.

This section requires the Secretary of the Treasury, in each of the next seven years of presenting testimony required by section 1705(b) of the International Financial Institutions Act (22 U.S.C. 262r et seq.), to include a description of U.S. efforts to support the greatest practicable participation by Taiwan in each international financial institution (as defined in section 1701(c)(2) of such Act).
