This section amends the 9-8-8 National Suicide Prevention Lifeline program (i.e., a nationwide crisis counseling service accessible by calling or texting 988) to (1) require the program to take steps necessary to protect the suicide prevention hotline from cybersecurity incidents and eliminate known cybersecurity vulnerabilities; (2) establish reporting requirements under which the program's federally funded network administrator notifies the Assistant Secretary for Mental Health and Substance Use of identified cybersecurity vulnerabilities and incidents, local and regional crisis centers report such vulnerabilities and incidents to the network administrator, and the network administrator notifies the Assistant Secretary of any such discoveries or reports (with privacy protections, oversight responsibilities assigned primarily to crisis centers or the network administrator per participation agreements, and clarification that these requirements supplement other applicable federal law); and (3) direct the Comptroller General to complete a study evaluating cybersecurity risks and vulnerabilities associated with the program and submit a report to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Energy and Commerce within 180 days of enactment.
